Vela VKE East London is a relatively new office which is in the process of building up its capacity. The office currently occupies rented accommodation in a quaint restored semi-detached house in Berea. The staff consists of the Office head, a Senior  Engineer, a Senior Technician and an Administrative assistant. While much of the design work is currently being out sourced to other offices the office is busy with rural village water reticulation design and project management at present.  The office is also managing the data collection phase of the Road Asset Management system for the Provincial Department of Roads and Transport.

Office Head - Athol George Cocks

The office is headed by Athol Cocks (Pr Eng, B Sc Civil Engineering) who has had over 30 years experience in various government departments, including the Department of Water Affairs working on various dam and irrigation, the Department of Roads and Public Works in charge of the maintaining all infrastructure services in the Ciskei and the Department of Roads and Transport in charge of the Eastern Cape Provincial Roads.

Athol is a Fellow of the SAICE, a keen social tennis player, occasional golfer and dabbles in Motorcar and Motorbike restorations. He is married to Isobel and they have two grown up children Neil (a Civil Engineer) and Paul (a Photographer).
